im getting an error immediately after running the installer, saying "cannot find file MSIEXEC"... im using windows98se... what do i do?

Actually Windows 95 and 98 never had installer included in its operating system:

Windows Installer is not included in Microsoft Windows 95, in Microsoft Windows 98, in Microsoft Windows 98 Second Edition (SE), or in Microsoft Windows NT 4.0. To run Windows Installer installation packages on these Windows operating systems, you must first install the Windows Installer engine.
