For the last week or so now I have been seeing this rambler.ru cookie show up in Lavasoft SE scans and always fix it, but it seems to show up again no matter what, even after setting up IE to block all cookies except for first party cookies and session cookies.

Don't visit any Russian web sites.

Is there another app or something malignant that could be setting these cookies on my machine?

Ok, it looks like I may have found my own answer. It seems there is a *.js file in ICQLite that is setting it:

C:\Program Files\ICQLite\Plugins\MIB\Service\srvMng\clsTargetingSrv.js

Makes sense too. I only just installed that a short while ago. Hope this is helpful to anyone who has the same question.
