some how windows pc defender and gotten onto a computer and cannot be removed or at least I cannot find a way.

Does anyone know how to get rid of this progam.

I have installed ad-aware but it will not run and most likely pc defender is blocking it somehow.

Read the instructions in my signature about posting a log in the HijackThis forum. Copy/paste or link to this thread to describe the problem, and somebody there can help you with malware removal.
