According to the manual, Ad-Watch should block all sites within the "Pop-ups" category.
With Ad-Watch running, and switched to Medium, I've tried visiting a few of the sites in the list, and I am able to access them without a problem. (using IE 6 & FF2).
My questions are:
Is Ad-Watch supposed to block normal browsing to these sites as is intimated in the manual, or does it only block pop-up messages that reference these sites?
A quick reply would be appreciated

I think you must be using Ad-Aware SE?
If so, the sites lists is no longer used in the new 2007 version and the SE version will only be available through the end of this year, therefore, no new sites lists have been developed for a while now.
If you are using IE6 with SP2, that browser supports blocking popups as described here:

For Firefox, popups are covered under Content Options here:

I just needed to verify we are talking about SE because sometimes people post in the wrong area. So thanks for that clarification.

....but it isn't being updated and it won't be continued in v.2007 after SE expires at the end of this year.

Check your setting for blocking popups as explained in those two links above.
The sites.list hasn't been updated in quite a long while. And since it is going out of development with SE soon, you might want to employ something more up to date if you want to block sites. This is a good recommended one using the HOSTS file block method
